NCDP Hispanic American Caucus on the veto override of HB318 and rescheduling of SB153
On June 20, 2025, Governor Josh Stein vetoed two harmful anti-immigrant bills — HB318 and SB 153.
HB 318, which would require sheriffs to cooperate with ICE by mandating the honoring of immigration detainers, even without a warrant.
SB 153, which would extend cooperation with ICE to the Department of Public Safety, the Department of Adult Corrections, the State Highway Patrol, and the State Bureau of Investigation, essentially forcing these state law enforcement officers to become federal immigration agents. Additionally, it creates punishments against any local governments and the UNC School System if they fail to comply with anti-sanctuary policies or procedures.
These bills continue to instill fear and distrust in our immigrant communities, who have significantly contributed to the beautiful culture and state of North Carolina.
Despite the Governor's veto, the North Carolina General Assembly has overridden the veto on HB 318, allowing this bill to become law.
We condemn Rep. Carla Cunningham's decision to vote in favor of Republicans and override Governor Stein’s veto of HB 318. Her words and actions are a betrayal of our communities. No elected official, regardless of party, should support legislation that fuels fear, breaks trust, contributes to family separations, and racial profiling.
SB 153 has been rescheduled for August 26th, 2025, to be heard and voted on. We call on our community and allies to use their voice and urge your NC House Representative to vote NO on overriding this bill.
